Our Principal


Leon Rock, has worked on many award winning projects throughout his career. He began as an independent contractor 2002 and was soon responsible for the design, implementation and of a number of city, state and Federal housing initiatives. Rock has worked with Federal agencies to recommend policy guidance on various aspects of Federal housing programs, community health program technology, community and supportive services, broadband deployment, community technology programs, HUD Drug Elimination programs, ROSS grants, case management, program evaluation, performance-based contracting, resident services, case management, program tracking, and other best practices.










Rock has worked directly with housing authorities to design and implement community and resident needs assessments, developing programs that link identified needs to a coordinated service strategy, establishing community task forces to expand resident involvement in HOPE VI, and the development of strategies to ensure sustainability of programs and partnerships developed with HOPE VI resources.

Rock  earned a Bachelor of Arts degree from the University of Massachusetts, College of Public and Community Service, and a Masters in Education from Cambridge College, Cambridge, MA.

Errol Shorter has extensive knowledge of Public and Indian Housing, Youth Build, Home, HOPE VI, particularly Community and Supportive Services, Relocation, community technology, green jobs, broadband utilization, Neighborhood Networks grant writing and planning, and Section 3.  He has been responsible for grant writing, providing technical assistance, and implementing HOPE VI Community and Supportive Service programs since 1993. He has worked in more than 15 cities nationwide.  He has been a Subject Matter Expert for HUD “New HOPE VI Grantees Conferences.

Shorter has presented a 1.5-day workshop on the HOPE VI process, resident involvement, and relocation to over 140 participants.  He has trained HUD headquarter and HUD field personnel, residents, technical assistance consultants and housing authority staff on various HOPE VI processes and requirements.  

Shorter served as the Deputy Director of Community and Supportive Services at the Wilmington, Delaware Housing Authority.  In this capacity, he managed seven staff members who were responsible for case management, relocation, job development, computerized client tracking, business development, and resident involvement service delivery.  Additionally, Mr. Shorter served as a contracted HOPE VI Project Director for the Hagerstown, Maryland, and Birmingham, Alabama Housing Authorities.  

Recently, he was responsible for providing site-based technical assistance to five HOPE VI sites, in addition to supervising a team of three consultants who provided technical services to 20 additional public housing authorities.  Through a direct contract with the Housing Authority of the City of Camden Mr. Shorter provides HOPE VI implementation and report writing assistance as well a ROSS grant writing services.

Danielle Robinson

Danielle is a Public and Indian Housing Self Sufficiency Subject Matter Expert with extensive experience in the development and implementation of workshops and seminars to assist low income residents in reaching self-sufficiency. She has worked with local housing authorities in the development and implementation of parenting programs, job training and green job development,  financial literacy training, and family planning projects. She has extensive background as a manager of family self sufficiency, community and supportive services and HOPE VI programs for public housing agencies. She also has hands-on experience providing trainings for lenders and realtors who are interested in working with Housing Authorities in creating homeownership opportunities through HUD supported programs, including home ownership vouchers, HOPE VI self sufficiency and FSS programs.

Danielle is a graduate of the University of North Carolina at Greensboro with a concentration in Business Administration with human resources.


Donald S. Robinson, Jr.


A native of New Orleans, Louisiana, Donald S. Robinson, Jr. has over ten years of experience working in low to moderate-income communities as a Weed and Seed Community Resource Manager and HOPE VI Community and Supportive Services Program Coordinator.  Donald has experience in working with organizations to build their capacity.  Over the years he has worked diligently in underprivileged communities to ensure social and economic justice.

Donald has provided technical assistance and partnered with nonprofit organizations, local governments and faith-based organizations to help them with their goals of providing services to families, meeting the needs of children, fair housing, prevention, intervention and treatment, and neighborhood revitalization.  Donald has extensive experience in developing, implementing, monitoring and coordinating social service, case management and self sufficiency programs. His experience in community and economic development initiatives makes him knowledgeable about the needs of impoverished communities and sensitive to the clients needs.  As the HOPE VI Community and Supportive Services Program Coordinator with the Housing Authority of New Orleans,

Donald was responsible for the implementation of a comprehensive self-sufficiency program with a $9.3 million dollar budget that provided over 1300 families a broad range of counseling and supportive services for residents at two HOPE VI sites.  He worked with staff, stakeholders, and resident leaders to assist in developing a HUD approved Community and Supportive Services Workplan that would address the needs of current and future HOPE VI residents.  He performed a variety of tasks involving administration, fiscal reporting, project management and resident relations.  Donald has been recognized by the U.S. Department of Housing and Urban Development for his commitment and dedication to providing green jobs and economic uplift for residents of public housing.

Donald attended Loyola University in New Orleans, Louisiana.
